However, this phenomenon increases and expands in exceptional circumstances, accompanied by measures that restrict freedom, limit the scope of work, and narrow the scope of individual freedom. Governments do not offer any alternatives to mitigate the impact of these circumstances and their negative impact on society. Such a crime is the crime of failing to provide relief to those in distress, which is considered a social crime based on the principle of assistance and extending a helping hand to every person who may be exposed to a danger that threatens their life or safety. The commission of this crime has significant repercussions that threaten the human right to life or bodily integrity, which international conventions, constitutions, and national legislation protect.
