Abstract

The research problem is embodied in the extent of the parliment and the judiciary’s monitoring in general on the measures taken by the Council of Ministers when facing this pandemic, and what are the means by which such oversight can be exercised.
The world today is witnessing the emergence of the most dangerous diseases and epidemics, which is the (Corona) epidemic that has killed people as indicated in the number of deaths and injuries, especially the increase in their number in developed countries despite the development of these countries in the health organization, whether at the legislative or technical level. There is no doubt that Iraq is one of the Countries that have witnessed injuries and deaths as a result of this epidemic. It was incumbent upon the Council of Ministers to take appropriate measures in this regard, based on duties entrusted to it under the 2005 Constitution and other valid laws. Accordingly, the Council of Ministers took some measures by the formation of the Crisis Cell No. (55) for the year 2020 issued by the General Secretariat of the Council of Ministers, as this cell issued many important decisions in order to confront the Corona pandemic.
The analytical study of the constitutional and legal texts will be useful in terms of demonstrating the effectiveness of the federal government as it is taking measures related to protecting the right to public health in the face of the Corona epidemic. The most prominent of which is the Constitution of 2005, in addition to the laws related to public health.
