Digital transformation represents one of the most significant structural shifts in the contemporary world. It is no longer limited to modernizing technological and digital tools; rather، it has become an entry point for reshaping the system of governance and public administration of states. This is particularly evident with the growing role of artificial intelligence as a strategic modernization instrument in the formulation، implementation، and evaluation of public policies. Artificial intelligence constitutes one of the most important innovations of the digital revolution، providing policymakers with opportunities and capacities to manage big data and to anticipate public problems that may emerge within society and institutions. Moreover، it enhances the efficiency of the policy cycle stages by improving forecasting abilities، enabling data-driven analysis، and supporting the process of formulating alternatives and selecting appropriate policies through experimental programs. In addition، AI offers advanced evaluation tools based on accurate and up-to-date data، which facilitates policy reforms to achieve their intended objectives، However، despite the opportunities that artificial intelligence provides for the policy process، it faces a number of challenges that hinder its effective integration. Among these are organizational challenges، particularly those related to data collection and application development، as well as the weakness of digital infrastructures in many states. There are also human capacity challenges، such as the shortage of digitally skilled personnel and the implications for labor markets through increased unemployment. Added to this are legislative and legal challenges، alongside ethical concerns associated with algorithmic bias، data security، and privacy. All these challenges must be addressed through coherent and equitable policy frameworks to ensure the optimal utilization of artificial intelligence in achieving the desired policy objectives.
