Abstract

Human security represents a basic human value and a prerequisite for a person to live in dignity and stability, and as it has become one of the important and widely used concepts by virtue of its direct connection with the human being, the human being is its primary axis, by addressing all the risks that threaten human life, represented by threats to the surrounding internal and external environment, as they are obstacles that represent a major violation. For human security, political instability and the widespread phenomenon of wars and civil conflicts constitute a real threat to the state in general and to the security of individuals in particular In particular, the undermining of the state’s political and civil institutions, the weakness of the development movement, the spread of corruption, and the prevention of the flow of foreign investments, in addition to the fact that most of the resources of these countries are spent on the military side instead of allocating their budget funds to development, and this therefore has a direct impact on human security.

As the complex structure of sub-Saharan African countries played a prominent role in deepening civil conflicts, the charismatic leaders were concerned with deepening the connection of the masses with their people in a way that ensures survival in power without concern for deepening the loyalty of the masses to the state. This situation led to raising many problems and erupting internal conflict, and from here it is evident. The importance of managing and containing civil conflicts to avoid fighting and conflicts, to spread a culture of tolerance, to consolidate social relations, and to encourage a culture of participation and tolerance that will spare future generations their repercussions affecting human security.
