The research deals with the reasons that allow taking the necessary measures to contain the (Covid 19) epidemic according to human rights rules. It also shows the possibility of a negative impact of these measures on the individuals' enjoyment of their rights and freedoms, especially what was mentioned in the International Covenant on Civil and Political Rights. The research shows the sources of the legitimacy of the measures that governments can take to contain this epidemic, whether those sources are internal or international, and whether these measures are taken in the natural state of the country or taken according to the state of necessity that may require the spread of the epidemic on a large scale. The research then concludes that while it is necessary to impose restrictions on some rights and freedoms, temporarily, to limit the spread of the epidemic, it is also necessary that these restrictions be limited and controlled in order to prevent abuse of power.
