Abstract

When party pluralism prevails in a political system, an unbalanced parliament will be its outcome. No Parliamentary elections result in a clear majority for one political party, which in turn leads to the creation of a constitutional crisis after every election regarding the formation of the government, The main reason for this is: The shortcomings of the electoral system on the one hand and the constitutional mechanisms for forming the government on the other hand Which requires putting forward solutions to solve this dilemma.
