Abstract

The international intervention to assistance is to save humanity and provide the basic needs such as medical equipment and food urgently for those who are involved in conflicts. The international assistance could turn into humanitarian intervention if the international will is represented by the agreement of the security council. So there must be an international treaty as to organize the process of assistance so as to prevent the great nations from intervening the states under the excuse of Humanitarian assistance.
